یعنی “کسی قوم، ریاست یا سماجی گروہ کے وہ تحریری بنیادی اُصول، قواعد اور قوانین جو حکومت کے اختیارات اور فرائض کا تعین کرکے اس میں موجود لوگوں کے بنیادی حقوق کی ضمانت دیتے ہیں، آئین (Constitution) کہلاتا ہے۔”
یا “کسی ملک کے حکومتی قوانین اور اُصولوں کا وہ مجموعہ جو ایک سیاسی وجود کے اختیارات اور فرائض کو متعین کرتا ہے، آئین (دستور) کہلاتا ہے۔”
